From July 1, 2026, a pilot project will start in Turkey, which will allow citizens of the Russian Federation to issue a qualified electronic signature (CEP), without leaving for Russia. The experiment will last until December 31, 2027.
This is important news for Russians residing in Turkey, property owners, entrepreneurs and anyone who continues to use Russian government services.
Having received an electronic signature, Russians will be able to remotely use a number of Russian state services, sign documents electronically and solve many issues without having to visit Russia.
According to the Russian authorities, the electronic signature will be issued through specially organised sites with the participation of Russian foreign missions and representative offices of Rossotrudnichestvo.
At the same time, the completely remote procedure is not yet. To obtain the CEP will require the personal presence of the applicant to confirm the identity ️
After passing the identification, the citizen will be able to obtain a qualified certificate of electronic signature and use it to work with Russian electronic services.
The innovation will be particularly useful:
Russians permanently residing in Turkey
Property owners in Russia
entrepreneurs operating in several countries at once
Retirees living abroad
Those who regularly use the portal "Public Services"
Citizens who need to sign documents remotely
In recent years, Turkey has become one of the main destinations for relocating Russians. Many live here permanently, work remotely, do business or invest in real estate.
Therefore, the launch of such a service can significantly simplify the life of the Russian diaspora in the country and reduce the need to travel to the Russian Federation solely to solve administrative issues.
